Enabling Adyghe (ady) and Kabardian (kbd)

Many MediaWiki messages in Adyghe and Kabardian were translated in translatewiki.net and there are active Wikipedia Incubators for these languages. It seems, however, that it is impossible to select them as a user language in translatewiki.net or incubator.wikimedia.org. Am i missing something or should i ask to enable it in Bugzilla?

ady-cyrl has 35% on most used MediaWiki messages, kbd-cyrl has 73%. I'm currently on holiday, so I'm not committing new languages. I would commit kbd-cyrl, but ady-cyrl needs to get to the same level as kbd-cyrl before it's added.
