This is the second line of Commons:Template:Cc-zero explaining the license. Here, a deed is a legal document signed and sealed and delivered to effect a transfer of property and to show the legal right to possess it (Google define: deed).

The person who associated a work with this deed has dedicated the work to the [[{{int:wm-license-pd-wiki-link}}|public domain]] by waiving all of their rights to the work worldwide under copyright law, including all related and neighboring rights, to the extent allowed by law. You can copy, modify, distribute and perform the work, even for commercial purposes, all without asking permission.
