What does parameter $3 indicate in these messages? Is this a username?

The documentation for both messages say that $3 is "the affected page":

• MediaWiki:Globalblocking-logentry-whitelist/qqq
• MediaWiki:Globalblocking-logentry-dewhitelist/qqq

I've read the documentation, but yet I did not understand what $3 indicates. What does “the affected page” mean in this case?

My understanding is that “the affected page” is the page that was previously globaly blocked.

I don't understand the word “page”. Since when PAGES are blocked? Shouldn't it be "the affected USER" instead?

@MarcoAurelio: Since you're a steward, do you have a way to try touching both logs (or, have you did some actions in the past that touch both?), so that we could know which "page" the $3 points?

I think $3 means the IP or CIDR being locally whitelisted or de-whitelisted.
