$2 is the proposed new name, it still does not exist under this name so it cannot be queried for gender. Both names refer to the same user currently named $1, who has the gender settings (thesesettings will be applied later to the new name once it is applied (then $1 will no logner have its own settings, it may be deleted/hidden, or kept as a public redirect (possibly protected against deletion or modification of its user pages and talk pages).
