Body of the email sent to user when their account is created or they confirm their email address.

Parameters:

• $1 - the IP address of the user that created or confirmed the email address
• $2 - the name of the user
• $3 - a URL to Special:ConfirmEmail
• $4 - a time and date (duplicated by $6 and $7)
• $5 - a URL to Special:InvalidateEmail
• $6 - (Optional) a date
• $7 - (Optional) a time
