Change declined due to possible non-support of GENDER in this case and privacy issues.

GENDER needed for 'user'

I'm declining this change. $1 is not an actual username, but a hash of random numbers and lettters and I don't think GENDER will support that. An example:

On the other hand, even if this was supported, this is designed to provide anonymity. CheckUsers don't need to know to who the email was sent, and on small or middle-sized wikis this may compromise the anonymity of the receiver if we sort it by gender.
