Well, I do not thinks so, since the count $4 includes skins already enabled, which are not listed in $3 and not counted in $5. Thus it would be imho more advisable to reword the sentence to say:

"… to enable {{PLURAL:$5|the|all}} remaining currently installed …"

What do you think?

Oh, I was not aware that $4 counts only enabled skins, so parametres are all right. But rewording would make things clearer, I agree.
