The documentation doesn't say how/where it is used. Is this edit as in "to edit" or as in "edit this"?

This is a very ancient message, but it seems the most recent related change is "Adds CologneBlue-specific items to the sidebar: qbedit, qbpageoptions and qbmyoptions menus." [1] So you should check in CologneBlue skin.
