Creating new babel for xki

Hi, I just noticed from a friend's userpage that the Kenyan Sign Language (xki per ISO 639-3) has not been included yet and hence those who know it can't add it in the user language on wikis. Could you please add the same so that it is available here for the translation and then appears correctly on the wikis? Thanks!

I don't think we (properly) support any sign language at the moment
