Deleted here and removed from core with Gerrit:606960

That category and Template:Delete should not be used. It was created by a non-admin. Any suggestion on how to prevent its usage and re-creation?

Maybe an abuse filter and its message would be suitable for this type of thing.

It seems a bit harsh. We hopefully "only" need to place instructions on how to ask deletions in the places where users look for them.
