Enable export for all supported languages with an open Wikipedia

There is a minimum requirement for adding MessagesXx. That is completion of all most used messages.

I know. As far as I know, the requirements is in place to avoid having locales that in fact do not provide what they promise (a minimal but usable interface in that language), and to encourage a minimum translation by users in that language wishing to get a site. What I'm asking is if we should still be doing the same for Wikipedias created before the rules were put in place (several years ago) whose languages still don't meet the requirements, given that users are already exposed to an incomplete interface and that translators prefer to translate locally.

Indeed this would be quite good to have. Further exceptions do not need to be made, but for these wikis it would be useful to give the users the possibility to only translate smaller parts of the messages (than all most-used msgs) here instead of making local translations as a makeshift.

I think all those wikis, like bxr (2006), have been created before the localisation requirement was added to the language proposal policy.[1] If translatewiki.net can't lift its rules about those projects, I think the LangCom should do something about them: when 7 years are not enough to get over 6 % localised messages, not even a century will do.

So if they have more than 18% of core messages translated locally (currently about 530 messages), then wouldn't it be possible to import those translations here as a one-off? I know it would require some work to verify that the locally translated messages haven't been customised, but it would at least get them out of their Catch-22 (= situation with no way out).

Yes, that was done in 2006 or 2007. However, they could as well copy the messages here themselves, as it's only three hundreds or so?

The requirement to translate all most used messages to add MessagesXx is not mentioned on Translating:MediaWiki. That page mentions only an export threshold of 18% of core messages. Can you update Translating:MediaWiki please, or am I missing a trick here.

The 500 most used messages are about 18 % of the total, so that's usually the 18 % we're looking for. This is how I understand it.

Can I just double-check. If 100% of the 489 messages in the 500 most used message group are translated, then the messagesXx file is created, which means that the language appears as an interface option in all wikis from that version of Mediawiki onwards? But in order to have more translations exported from translatewiki.net they first have to translate at least 41 (currently) other core messages to reach the export threshold? What if 18% of the core messages are translated but that those do not include 100% of the 500 most used group?

Or is it an either/or? If either threshold is reached (all the most used messages or 18% of core messages) then the messagesXx file is created and messages are exported?
