Enable export for all supported languages with an open Wikipedia
Indeed this would be quite good to have. Further exceptions do not need to be made, but for these wikis it would be useful to give the users the possibility to only translate smaller parts of the messages (than all most-used msgs) here instead of making local translations as a makeshift.
I think all those wikis, like bxr (2006), have been created before the localisation requirement was added to the language proposal policy.[1] If translatewiki.net can't lift its rules about those projects, I think the LangCom should do something about them: when 7 years are not enough to get over 6 % localised messages, not even a century will do.

So if they have more than 18% of core messages translated locally (currently about 530 messages), then wouldn't it be possible to import those translations here as a one-off? I know it would require some work to verify that the locally translated messages haven't been customised, but it would at least get them out of their Catch-22 (= situation with no way out).
