Enable export for all supported languages with an open Wikipedia
I think all those wikis, like bxr (2006), have been created before the localisation requirement was added to the language proposal policy.[1] If translatewiki.net can't lift its rules about those projects, I think the LangCom should do something about them: when 7 years are not enough to get over 6 % localised messages, not even a century will do.
"when 7 years are not enough to get over 6 % localised messages, not even a century will do." - I thought that for some at least of these languages, translation has been happening on the Wikipedia but not here. So if they have more than 18% of core messages translated locally (currently about 530 messages), then wouldn't it be possible to import those translations here as a one-off? I know it would require some work to verify that the locally translated messages haven't been customised, but it would at least get them out of their Catch-22 (= situation with no way out).
