Enable export for all supported languages with an open Wikipedia

The requirement to translate all most used messages to add MessagesXx is not mentioned on Translating:MediaWiki. That page mentions only an export threshold of 18% of core messages. Can you update Translating:MediaWiki please, or am I missing a trick here.

The 500 most used messages are about 18 % of the total, so that's usually the 18 % we're looking for. This is how I understand it.

Can I just double-check. If 100% of the 489 messages in the 500 most used message group are translated, then the messagesXx file is created, which means that the language appears as an interface option in all wikis from that version of Mediawiki onwards? But in order to have more translations exported from translatewiki.net they first have to translate at least 41 (currently) other core messages to reach the export threshold? What if 18% of the core messages are translated but that those do not include 100% of the 500 most used group?

Or is it an either/or? If either threshold is reached (all the most used messages or 18% of core messages) then the messagesXx file is created and messages are exported?
