We do not encourage viewing the message directly and instead recommend using the Special:Translate page to link to the messages, for ex: https://translatewiki.net/w/i.php?title=Special:Translate&showMessage=catdown-category-contains-namespace&group=tsint-catdown&language=haw&filter=&optional=1&action=translate

Still I've created a low priority task to disable the MediaWiki parser, https://phabricator.wikimedia.org/T228012

I've replied to your post in Phabricator. I'm not sure what you propose is the best solution (espacially when most messages in Translatewiki.net are intended to be rendered by Mediawiki and they should then be parsable with the wiki syntax. If this is not the case for that particular message, it should be marked as such during the import or in its "language/syntax" flags.
