Is translatewiki.net suitable for standalone texts like books or brochure?

Is translatewiki.net suitable for standalone texts like books or brochure?

We've made Czech translation of the brochure "Public Money Public Code – Modernising..". I'm looking for, in looking back, tool which is able to improve cooperation and spread tasks between more people (more languages would be bonus). Is translatewiki.net suitable for the similar texts or multilingual websites like FSFE? The sentence "..easy localization of open source projects and free written documents." gives me hope but here I see nothing like that.

Our primary focus is software, and sometimes some auxiliary texts related to them, but not in large amounts.

Documents are hard to setup for translations, because they come in so many different formats (we only support a few) and lack good tools to split them up in small translations units (our interface can handle at most paragraph length items at once) and keep them sync when the source text changes.

original PDF uploaded to Commons (partial sample for demonstration purpose) > content transformation to wiki by proofread extension in the Wikisource index namespace (yes en: would be more appropriate 😉) > publishing at the Wikisource > translation by translatewiki.net (is it posible/suitible?) > national versions of the brochure > DTP > national PDFs
