Seems that the terms of use link label behind $1 is the same that is used in page footer. A separate, non-capitalized and declineable message for link label would do better in this context.

It's not quite the same, parameter one is the whole link (e.g. <a href="./Terms_of_Use">Terms of user</a> instead of just "Terms of user"). Is there a problem you try to solve? Can i assist you? :)

If I'm not mistaken then both licensing terms message and page footer link take phrase "Terms of Use" from MediaWiki:Mobile-frontend-terms-text/et. It's translated for both uses and I don't see any other messages where it could come from. Translation is "Kasutustingimused". It's fine for the page footer, but for the licensing terms message I would like to write "kasutustingimustega" instead.
