What does "local" mean in this message?
"local" means databases/wikis of the same farm/cluster. I.e. meta, enwiki, dewiki, commons etc are all local databases of WMF. See http://meta.wikimedia.org/w/index.php?title=Special%3ALog&type=rights for a usage of local databases: username@barwiki
