Want to work for Hindi and Maithili

I want to translate this one in Hindi and Maithiliː http://translatewiki.net/wiki/Translating:FUEL But cannot do. help. Got answer that "Perhaps support in this languages isn't given" but I need to do. Is there any reason.

As far as I understand we agreed on the language summit that we will not enable languages which have already been translated.

Just to make it more clear here, eg. if Maithili language translation is available for Desktop Module, we need to disable only the desktop ones and we will enable translation for Mobile and Web Module. So please do this way for all the languages I have mentioned here as a support request on the link below:
