As far as I know more like a site notice, but I'll check.

I thought the same, but there are no further messages referring to announcements (like "Create announcement", for example, which would then lead to the first message above).

Talked with the developer. An announcement is indeed similar to the MediaWiki sitenotice: a site wide announcement, repeated on every page.
