Dantman, en-CA is enabled for translation. What is necessary is that you ONLY translate where the translations in en-CA are different. Thanks,

I did. I translated the relevant messages in MediaWiki. Then Simetrical deleted every last one of the messages I translated.

When localisations are EXACTLY the same in en-CA they should not exist. When Simetrical did a good job he would leave everything that was different alone. Thanks.

GerardM, please get some context. Using SieBot (Special:Log/SieBot) Siebrand deleted every message for the en-CA locale (The correctly translated en-CA locale is now entirely empty) saying "en-ca not needed in MediaWiki.". en-CA has differences from both en-US:en and en-GB, and the only messages that were translated were the ones that were different from en-US.
