@Metalhead64: This Category should be unblocked to allow it to be recreated. It should have never been deleted.

Metalhead64 incorrectly deleted and locked the correct category:User-ko-KP, keeping the incorrect one which uses inconsistant naming, by incorrectly assuming that it was a duplicate of another category (Category:User ko-kp which is actually unused, and now redirects to Category:User ko-KP which is the only one populated, but cannot be created because it is permanently protected against recreation).

It was initially created automatically (and correctly!) by "Babel autocreate" because the Babel extension enforced the "canonical" language code using lowercase for the language part, capitalized initial (the rest in lowercase) for the optional script code extension, all uppercase for the optional region code, and lowercase for all other extensions (and this is strictly conforming to the BCP 47 standard).

Only Category:user ko-kp was created (manually with typos) but never used, it has never worked because the way Babel works (which uses names based on canonical BCP 47 names where the country code after a language name is automatically capitalized, language 2-letter and 3-letter subtags in lowercase, 4-letter script codes in lowercase except the 1st letter in capital). Note that Babel enforces the "canonical" BCP 47 naming, because language codes have insignificant case, but we don't want multiple case variants for these codes for page names and category names that should then be merged into just one; Babel boxes always display and use theses canonical letter cases).

This is the only user category which has this issue caused by an administrator error and incorrect understanding of how this was supposed to work. note that country codes are rarely used to refer to language variants, all other variants using ISO 639 distinctive codes or script codes, and correctly categorized. The early installation of Babel on this wiki was attempted (manually) using several inconsistant namings that are no longer supported, leaving many unused pages that have been deleted as unnecessary.

All other categories and pages use now consistant naming. I passed some weeks to cleanup and collect the orphan pages and link them correctly, sorting them consistantly, organizing them by family, adding details for macrolanguages, and their individual languages. About 3000 codes were cleaned up, and over 20000 pages edited to collect everything. There still remains about 2000 pages to categorize and mark when they are for languages supported or not on this wiki. I've checked all of them with reference sources: ISO 639, Glottolog, Ethnolog, Wikipedia (in that order) and searched for their reference names in Egnlish and known aliases, and checked their autonyms, supported scripts, geographic location, official national support and allow users to easily find where their communities were "located" in the language tree, allowing them to refer to others using (or assuming) the same language, and disambiguate all assumptions. This was about fixing the portals, and various support and help pages. The ~2000 pages remaining are for languages with very small communities that are correct but still orphaned and could be used more easily if they were correctly linked and more easily searchable. I check them one by one, finding all users that wanted them and added the missing portals.

Once you'll have unlocked Category:User ko-KP (with "KP" in capitals), it can be recreated correctly (it is already filled with all the correct members).

And it's Category:User ko-kp (with "kp" incorrectly in lowercase) that will then be safely deletable (no need to block it, it can remain as a redirect, it is already empty, having no members at all, Babel has never created it and never used it, as well no page point on it from any Babel box or from any portal, except this talk page asking for its deletion or redirection later).
