"mediawiki-announce" is the name of a mailing list and should not be translated.

A message displayed if the MediaWiki installer fails to subscribe the user to the mailing list because the user is already subscribed to the list. This does not necessarily mean that the user will receive announcements from the list. In particular, the user could have disabled mail delivery (in the subscription preferences) but not actually unsubscribed.
