Text displayed to users whose IP addresses are blocked by MediaWiki configuration.

Parameters:

$1 - (Unused) Empty string placeholder, since there is no blocking sysop
$2 - the reason for the block (Blockedtext-composite-reason ("There are multiple blocks against your account and/or IP address"))
$3 - the current IP address of the blocked user
$4 - (Unused) Empty string placeholder, since there is no blocking sysop
$5 - (Unused) A short string indicating the type of system block
$6 - the expiry of the block
$7 - the intended target of the block
$8 - the timestamp when the block started
