What is the context of Media.license.is licensed under ("{0}, by {1}, is licensed under {2}.")? At first sight, I would guess that this message has variables both before and after it, which is giving it a fixed word order which could be impossible to translate.

I'd assume the same thing, but I'd argue with your use of the term "possible to translate"...

I'm hoping to have a chat with the Open Image developers/team leader people tomorrow to see what can be done to sort this out.

The keys media.license.is_licensed_under and media.license.by are combined in a sentence. This should be fixed and use variables (media.license.by={0}, is etc.) Will be fixed in next update.
