iOS project plural rules

The iOS project expects plural syntax to have "$1" after the word "PLURAL:". It is breaking the unit tests without it (see https://github.com/wikimedia/wikipedia-ios/pull/4518). This is why I added it to

which you reverted. The documentation in https://translatewiki.net/wiki/Plural#Plural_in_MediaWiki also shows $1 after "PLURAL:". Can you please add it back in? It is blocking all of our translations from being merged in. Thanks!
