korean portal have [document] to introduce common or translatewiki-dependent translation issues. (do not care so much about pagename)

is there any existing way to notice this page to new members? this will be really helpful to prevent common accidents by new users.

Not really. It should be in the manual pages somewhere, though. You can add references on the portal page.
