Translating talk:InternetArchiveBot/LiquidThreads

"Missing data": does it mean "Data is missing" or "Data that is missing"? In other words, is it a verb phrase or a noun phrase? In Russian, that would be different: "Данные отсутствуют" и "Отсутствующие данные".
