Disabled
Hi,
The portal states, "please don't translate to this language unless you're working to resolve the issues it was disabled for," but it doesn't say why it was disabled.
I want to translate the WikiMedia interface into Lakota because I'm working to get a Lakota-language Wikipedia off the ground.
Any clarifications are welcome. Thanks!

That's a standard message, check recent changes to see if there's ever been any translation in this language or not etc. For new and or languages alike, the requirements for (re)activation are explained at Translatewiki.net languages.
