Why this time payments are too late?

Is this site still alive? I've seen some similar translating site directly on mediawiki, which may have made this site completely useless.

I think you are most probably mistaken on the focus of translations here and on for example mediawiki.org, Vks. Here on translatewiki.net, we translate open source software with volunteers. Fir this we use the same software as is used on mediawiki.org for translating wiki pages. Even though the software used and the process is the same, the purpose differs.
