The word "scale" is being use as a descriptive noun. It is describing the relationship of an defualt value of 100% to show how zoomed-in or zoomed-out the map is.

No, FreeCol uses no SQL commands (there is no database in FreeCol), as all loadable data is saved in various XML or XML-based files with the exception of some property strings and media (images, sounds, videos, etc.).

EDIT: the property strings prefixed with cli.* are all Command Line Interface properties.
