What is the difference between Osm:Trace.view.pending/en and Osm:Trace.trace.pending/en, the english original is identical, and on OpenstreetMap I have only seen it in use to replace thumbnails that haven't been made yet.

There's no real difference, they're just used in different views (one is used for entries in the trace list and one for the trace details page) and the standard way of naming translations is to use the view name in the key.
