I translated it as "extension".

The German translation says something like: 'Extends the possibilities to use threaded comments on discussion pages'.

The Dutch translation back into English reads "Extension of structured discussion".

IMO, the description says nothing, and should be rewritten.

According to http://www.mediawiki.org/wiki/Extension:Reflect this is an extension dependent on LiquidThreads that adds a column where users can summarize an existing threaded discussion using bullet points. So I would suggest something like:

Adds a column to LiquidThreads talk pages in which users can make bullet point summaries of existing discussions
