Create quotation message

I admit it's not a big thing, but one thing that always annoys me (and probably some other people, too), is that {{msg-mw}} uses the English quotation marks in every language. If possible, it would be great if a (probably optional) system message with the content "$1" could be added so that it can be used for the localization of the quotation marks in msg-mw, for example, German uses the so-called "Gänsefüßchen" („“) and French has the («»), so the English ones are definitely not solely used in the world. Thanks for any help.

These things are template hacks already; if you find a way to fix it, feel free. Otherwise I think a solution more native to the Translate extension should be preferred.

fixed by create MediaWiki:Quotes (and MediaWiki:Quotes/de) and using the new message in Template:Msg-mw.
