It seems that Centralnotice-multiple ("[[:MediaWiki:Centralnotice-multiple/en]]") is used for both the languages column and the project column. In Hebrew they have to be different, because "languages" is feminine, and "projects" is masculine. I suspect that it is relevant for other languages, too.
