Same problem and same rules could apply in these languages, too. Take a look, example: 11 {{PLURAL:11|čovjek|čovjeka|ljudi}}, gives 11 čovjeka and it should be 11 ljudi. That's in Bosnian (bs), and it looks same in Croatian (hr) and Serbian (sr)
