Re-enabling Lakota for localisation

Hi! I wish to enable Lakota for localisation. Its language code is "lkt," and its name is "Lakota - Lakȟótiyapi (lkt)." This language is LTR (left to right) and it is written in the Roman script (i.e. what I'm writing in right now). As you can see on its portal, it already has a translator (me).

Since no fallback is mentioned, this language will use the default fallback of English in MediaWiki.

Yes, but under the username "Waagosh." (I tried making an account with the same name here, but the site was being bizarre and I ended up having to create a second account, "Waagoshens," in order to be able to write anything.)
