Spanish fallback not working

If I set my language preference to 'es' then I see the interface in Spanish. If I set my language preference to be 'es-419' or 'es-formal' then most of the interface appears in English. I thought that both these codes would fall back to Spanish, but they don't. A bug?

es-419 and es-formal are not in MediaWiki core yet. Fallback only works properly if there is a MessagesXx.php file.
