How do I get the translate feature to reliably work on a wikipedia?

I'm looking to help the ang wikipedia, which I started, and I was able to get the translate page to come up where I could drag-and-drop and it would let me translate side-by-side with the original en page, but for the life of me I cannot reliably make it come back. So, if I go, for example, to 'brown bear' in en.wikipedia.org, what do I click on to enable me to translate it to the ang.wikipedia.org?

This has nothing to do with translatewiki.net, you are talking of mw:content translation (see for contacts etc.). To access that feature, you have to visit w:ang:special:ContentTranslation, after you have enabled the feature at w:ang:Syndrig:Preferences#mw-prefsection-betafeatures.
