Ethnicities

All these look like sample lookup values, they are most probably editable in the application itself. But are they defined as "lookup values" only to allow for their translation, in a runtime multilingual environment where the same instance of the application would be used by users with several locales ? In that case, how will the application manage these translations ? I'm not sure that this "lookup" feature is stable or well defined functionally, notably because they seem to contain unrelated values of different types belonging to orthogonal sets, and these sets are too far from being complete for deployment of the application in various areas, and MFIs will likely work separately in distinct countries with distinct needs of precision for these values (in addition some infos collected may be illegal in some countries such as ethnicities).
