That is correct Siebrand, however, this message does need to be in lowercase since it is part of a larger message; however, it is a link so unfortunately it maybe a patchwork message that is difficult to translate.

Basically the sentence is:
Click on a category below to view details and make changes or define new product category
and the define new product category is a link to the page used to define a new product category.
Would translating this patchwork message be difficult?
Ideally you would be using parameter replacement and markdown or something for this. A quick scan using Google found MarkdownJ. Then the message to be translated would be something like:
"Click on a category below to view details and make changes or [define new product category]({0}).
"
Any patchwork will be hard/impossible to translate in some language, and it makes life for translators really hard, because in essence they have to solve crossword puzzles next to having to properly translate the product. It's really important to have mechanisms that allow developers to easily use a concept like the above, so that they will not have to resort to using patchwork, or when they do, they can be slapped, because there are alternatives.
