I also came across this issue translating Issues.show.reports into Danish yesterday. There are multiple threads in Discussion about this which are somewhat technical and speculative as to how this should be handled. See also the website Github issue #3997 for further details.

But there are no advise to how translators should handle the current situation where plural translations, in forms which were previously submitted, are rejected.

For Danish I had to remove the "zero" translation which let me publish the translation with a "one" and default/multiple translation. As I understand it this will fallback to the default translation for 0, which for Danish would be correct (but not as good as having a correctly worded zero translation ).
