Any ideas how to fix this properly? (Patches are always welcome, btw. ;-)

It's worth noting that PollNY isn't the only social extension with this same time parsing code; many other social tools also have the exact same functions and thus it needs to be fixed in multiple different extensions.

I think this procedure should be defined in languages/Language.php in MediaWiki core.

Doing so enables to override the procedure in languages/classes/LanguagesJa.php if needed.
