This message needs plural support over $1 (i.e Mediawiki:newmessageslinkplural). Explanation: Sentence grammar would differ depending upon whether we are talking about one new message or multiple new messages. The difference is basically equivalent to the english difference of is/are.

Also, Plural doesn't specify whether plural support over one parameter means plural support over all parameters or not. Could someone clarify this there?
