Hello, and welcome! Those languages are indeed not enabled, but as you know ms I gave you translator rights. If you want to translate Babel, you could start by proofreading the ms translation. I don't know what exactly you want to translate, if it's the language names they're in CLDR and you have to go there, let me know if you have problems.
