'messages changed minor' Suggestion

I suggest about 'messages changed minor'. For example, message 'file $1 is moved to $2' is changed 'file "$1" is moved to "$2"'. Currently, it is not shown easy because it is not maked as outdated. I suggest it is added as new special page or optional feature of special:translate.
