What is "autopromotion" here? Is it the same as "user auto confirmation" elsewhere?

Hello. AbuseFilter allows to revoke the autoconfirmed status and other autopromote user groups (user rights that are given by the system automatically when an user when certain conditions are met) for a random time. See mw:Extension:AbuseFilter/Actions#Revoking_auto-promoted_groups. Best regards.
