but I use Google Chrome on Windows and I found you can purge the cache by clicking Reload or by pressing either Ctrl-R or Ctrl-R too.

We choose simplicy over completeness sometimes. This is one of those cases (adding the information you suggest doesn't make it easier for users).

So can this be reworded/expanded in that way on translations or not? Some translators seem to have done so.

If translators think the users in their language are waiting for 3 descriptions for getting the same thing done, that's their issue. I would recommend against it.
