If $1 can be 0 shouldn't the source message take this into account? I.e. "No older requests"

Yes. Also, this is a link anchor. One might think about not link if $1 is 0.

Indeed, this is the case. See function indicateOlderRequests() in https://github.com/wikimedia/mediawiki-extensions-Translate/blob/master/resources/js/ext.translate.special.managetranslatorsandbox.js around lines 340-360. The zero case is indeed irrelevant, since it is hidden as per CSS class.
