Bug report: Part of Getting Started Wizard displayed in wrong language

WONTFIX, because Special:FirstSteps has been disabled.

I went through the Getting Started Wizard with a new account, leaving English as my UI language (later specifying knowledge of en-gb). As shown in this picture, part of the page was displayed to me in German, which I never specified knowledge of.

We also have Thread:Support/Caching_problem_in_TWN?, but that's normal, while special pages definitely should not do that.
